The United Cultures World Council is designed to have representatives from all 269 target nations who will represent the United Cultures Governing Board. The World Council will include Ministers of Culture, ministries of cultures, or representatives of cultures representing each country or region.
Ministers of Culture, ministries of cultures or representatives of cultures per country and region will be integrated into the United Cultures Governing Board per country or region. Every 5 years, the Governing Board and World Council will approve projects for all countries or regions.
The World Council meets annually at the United Cultures World Conference — the first of which takes place in Madrid in March 2026 — bringing together cultural ministers and representatives from all 269 target member states.

Each continental board has 1 Chairman, 1 Treasury, and 1 Secretary. They deal with Ministers of Culture from their continent. All projects in a continent must be approved through the continental board before reaching the World Council.
Each country and regional board has 1 Chairman, 1 Treasury, and 1 Secretary. They work with local Ministers of Culture, cultural institutions, embassies, NGOs, universities, and sub-cultures. All local projects must receive approval at this level first.
Board members at every level are representatives of cultures, embassies, NGOs, organisations, cultural institutions, companies, universities, and sub-cultures — ensuring maximum diversity and representation across every decision-making body.
UC Centers in every member state serve as hubs for cultural governance, project development, and community engagement.
In partnership with human rights lawyers and judges, establishing a new dimension of cultural justice and peaceful conflict resolution.
Mediates cultural conflicts globally through congresses with 269 target nations and 1,000+ cultures.
Establishes hospitals, clinics, and medical universities in member states to improve healthcare access.

Ministers of Culture and government cultural bodies can apply for official representation in the World Council and regional boards.
Museums, cultural centres, heritage organisations, and arts councils can apply for board membership at country or regional level.
Academic institutions and NGOs with a cultural mandate can apply to serve on country or continental governing boards.
Diplomatic missions and cultural diplomats can apply for observer status and active participation in UC governance.
