TOKYO -- Keisei Electric Railway is working on plans for the first surcharged limited express linking Narita and Haneda airports in the 2030s, a move aimed at easing transfers between the country's two busiest air gateways, which are both in the Tokyo area, while steering more inbound travelers toward regional destinations, Nikkei has learned.
